The Cabinet meeting has appointed various leaders to new positions, including Jean Marie Vianney Gatabazi, a former government official, and retired Major General Jacques Nziza, formerly with the Rwanda Defence Forces, who were assigned roles in the Rwanda Demobilization and Reintegration Commission (RDRC).
This Cabinet meeting, held on Wednesday, July 16, 2025, and chaired by the President of the Republic, Paul Kagame, made several appointments across various institutions.
In the Ministry of Foreign Affairs and International Cooperation, Ambassador Vincent Karega who previously served as Rwanda’s envoy to both the Democratic Republic of Congo and South Africa was appointed Ambassador to Algeria, while Innocent Muhizi was appointed to represent Rwanda in Singapore.
At the Parliament, Chamber of Deputies, Alphonsine Mirembe was appointed as Secretary General.
In the Ministry of Health, Dr. Muhammed Semakula was appointed Permanent Secretary, and Sophie Nzabananima became the Director General of General Services.
In the Ministry of Infrastructure, Gisele Umuhumuza, former CEO of WASAC, was appointed Permanent Secretary, while Canoth Manishimwe was named Director General of General Services.
In the Ministry of Environment, Fidele Bingwa was appointed Permanent Secretary.
In the Ministry of Sports, Candy Basomingera was appointed Permanent Secretary, replacing Uwayezu François Regis, who had served for only seven months.
In the Ministry in charge of Emergency Management, Aristarque Ngoga was appointed Permanent Secretary.
In the Office of the Prosecutor General, Prudence Biraboneye was appointed Secretary General. At the National Human Rights Commission, Ambassador Jeanine Kambanda was appointed Secretary General.
At the Water and Sanitation Corporation (WASAC), Dr. Asaph Kabanda was appointed Director General.
At the Rwanda Demobilization and Reintegration Commission, Valerie Nyirahabineza retained her role as Chairperson, while Maj. Gen. (Rtd) Jacques Nziza, who previously served as Permanent Secretary in the Ministry of Defence, was appointed Vice Chairperson of the Commission.
Also appointed as Commissioners in this Commission were Hon. Jean Marie Vianney Gatabazi, former Minister of Local Government and former Governor of the Northern Province, along with Dancille Nyirarugero and Jacqueline Muhongayire.
At the Law Reform Commission, Claudine Dushimimana, who was a national-level prosecutor, was appointed Chairperson, and Andre Bucyana was appointed Secretary General.
