President of the Republic of Rwanda, Paul Kagame, has appointed a new Prime Minister, Dr. Justin Nsengiyumva, replacing Dr. Edouard Ngirente who held the position for the past eight years.
This leadership change at the helm of Rwanda’s Government was announced on the evening of Wednesday, July 23, 2025, by the Office of the Prime Minister.
The official statement reads: “His Excellency Paul Kagame, President of the Republic, has appointed a new Prime Minister, Dr. Justin Nsengiyumva.”
Dr. Justin Nsengiyumva sreplaced Dr. Edouard Ngirente who had been Prime Minister since 2017 and had been reappointed to lead the Government of Rwanda for another term that began in 2024.
The newly appointed Prime Minister, Dr. Justin Nsengiyumva, had been serving as the Deputy Governor of the National Bank of Rwanda for the past five months, a role he assumed in February this year.
Dr. Nsengiyumva holds a PhD in Economics from the University of Leicester in the United Kingdom. He is an expert in economics with vast experience both in Rwanda and abroad. Since April 2016, he served as Senior Economic Advisor at the Office of Rail and Road in the UK Government.
He also held key positions in Rwanda’s public sector including Permanent Secretary at the Ministry of Education in 2008 and at the Ministry of Trade and Industry from 2005 to 2008. According to his background, “Dr. Nsengiyumva served as Senior Economic Advisor at the Office of Rail and Road in the UK Government since April 2016.”
His professional journey includes a role as Economist at the UK’s Department for Work and Pensions, as well as Policy and Research Development Manager at Refugee Action between 2009 and 2013.
Academically, in addition to his PhD, he also holds a Master’s in Economic Policy and Management from the University of Nairobi, and a Bachelor of Commerce degree from the Catholic University of Eastern Africa. His doctoral research focused on financial development, government ownership of banks, and foreign capital inflows.
This appointment marks a significant transition in the country’s leadership as Rwanda continues its journey of socio-economic transformation.
