The Minister of Foreign Affairs, Olivier Nduhungirehe, is in Singapore for the 5th Singapore–Africa Ministerial Exchange Visit (SAMEV), a three-day forum that brings together African and Singaporean leaders to strengthen cooperation and share development experiences.
The meeting, which runs from August 26 to 28, 2025, was first launched in 2014 and has become a biennial platform for dialogue between Singapore and African nations. This year’s theme, “Progressing Together towards a Sustainable Future,” highlights sustainability as a key area of partnership.
Nduhungirehe joins 13 other Ministers and Deputy Ministers from countries including Kenya, Nigeria, South Africa, Ghana, Côte d’Ivoire, and Tanzania. The delegation is scheduled to meet Singapore’s Prime Minister and Minister for Finance, Lawrence Wong, and hold talks with Foreign Minister Dr Vivian Balakrishnan, who is hosting the visit.
The programme includes high-level discussions on trade, digitalization, and green growth, as well as participation in the 8th Africa Singapore Business Forum (ASBF), organized by Enterprise Singapore. The forum is expected to deepen economic ties and explore new opportunities for African and Singaporean businesses.
Delegates will also tour some of Singapore’s landmark facilities, including the Singapore City Gallery, PSA Port, Marina Barrage, and Gardens by the Bay, to see firsthand the city-state’s urban planning and sustainability models.
SAMEV has been held four times since its inception, with the last edition in 2023 focusing on digitalisation and sustainability. For Rwanda, participation offers both an opportunity to showcase its development ambitions and to learn from Singapore’s expertise in infrastructure, innovation, and green growth.
The visit is expected to further strengthen bilateral relations and place Rwanda at the center of conversations about Africa’s collaboration with Asia in building a sustainable future.
