After a brutal attack carried out by the FDLR terrorist group in Walikale Territory left four civilians dead. Rwanda’s Minister of Foreign Affairs and International Cooperation, Ambassador Olivier Nduhungirehe, said the attack serves as clear proof to European and American partners that the FDLR remains active.
The attack occurred on Monday, December 15, 2025, when FDLR fighters completely burned down the area of Tuonane before advancing into Busurungi locality in Walikale Territory. These fighters led by an FDLR commander known as General Mudayongwa, reportedly launched the attack at night while residents were asleep.
According to local sources, the attackers set houses on fire, trapping civilians inside. Four people lost their lives after being burned beyond recognition. Survivors fled in different directions, seeking refuge in nearby areas including Kifuruka, Kaundju, Katambira, and Busurungi.
Authorities in the Waloa Loanda groupement stated that the attack is linked to an ongoing land dispute between the FDLR commander Mudayongwa and local communities living near Masisi Territory. Mudayongwa reportedly claims to have purchased large portions of land in Waloa Loanda from various individuals, a claim strongly rejected by the local population.
After this attack, Minister Nduhungirehe said the incident should send a strong message to those who continue to deny the existence and threat posed by the FDLR.
In a statement, he said: “An important reminder to those who, even in Europe and North America, still claim that the FDLR genocidaires (supported by Kinshasa) “do not exist,” that they are “aged and tired,” and that they are merely a “pretext for Rwanda.”
The recent Washington D.C. Peace Agreement, reaffirmed by President Paul Kagame of Rwanda and President Félix Tshisekedi of the Democratic Republic of Congo, calls on the Congolese authorities to dismantle the FDLR, a terrorist group that has long been integrated into and supported by elements of the Congolese armed forces.
