AU Detailed Key Issues Discussed in Consultations Involving AFC/M23

The African Union detailed the key issues discussed during consultations between its Panel of Facilitators for the eastern DRC peace process, representatives of AFC/M23 and other stakeholders.

The consultations were held in Goma on October 5 and brought together the AU delegation with representatives of AFC/M23, MONUSCO, the United Nations Office for the Coordination of Humanitarian Affairs, the International Committee of the Red Cross and the Expanded Joint Verification Mechanism Plus.

The AU delegation was led by former Ethiopian President Sahle-Work Zewde, who serves as Deputy Chairperson of the Panel of Facilitators. Former Kenyan President Uhuru Kenyatta and former Botswana President Mokgweetsi Masisi were also part of the delegation.

The African Union said the discussions focused on the peace process, the security and humanitarian situation in eastern DRC and measures needed to strengthen confidence.

The Panel said lasting peace required political dialogue and encouraged continued engagement in good faith under the Doha process.

It also called for strict adherence to ceasefire commitments, full cooperation with verification mechanisms and restraint from actions that could undermine the peace process.

Protection of civilians was another key issue raised during the consultations. The Panel stressed the need to protect civilians, particularly women and girls, prevent sexual and gender-based violence and ensure accountability for violations.

It also called for safe and unhindered humanitarian access and protection of essential services and educational facilities.

The Panel reaffirmed its commitment to the sovereignty, unity and territorial integrity of the Democratic Republic of Congo, while saying those commitments should translate into tangible improvements for communities affected by the conflict.

The AU said the outcome of the consultations would be presented to the AU Mediator and the DRC government as the Panel continued its engagement to strengthen civilian protection, build confidence and advance the peace process.
