Constant Mutamba, the former Minister of Justice in the Democratic Republic of Congo (DRC), who recently resigned amid corruption allegations, has claimed that his legal troubles are part of a political conspiracy “crafted in Kigali, Rwanda.”
Mutamba tendered his resignation on June 17, 2025, after the DRC’s Court of Cassation Prosecutor’s Office began pursuing him over the alleged embezzlement of $19 million in public funds.
According to the Info 27 news outlet, in the resignation letter addressed to President Félix Tshisekedi, Mutamba wrote that all the accusations against him stem from a political plot: “designed in Kigali” and allegedly supported by some Congolese officials. He claims this was a consequence of his stance against the rebel group AFC/M23 and his judicial reform efforts.
He stated: “I had committed myself to holding AFC/M23 leaders accountable, but I was betrayed through a political conspiracy crafted in Kigali, and backed by some of my compatriots aiming to derail these reforms.”
Mutamba further alleged that the alleged conspiracy is not just targeting reforms in the judiciary but also aims to destabilize the Congolese government’s agenda of countering “Rwanda’s aggression.”
In his statement, he said the campaign against him included intimidation, character assassination, and even alleged attempts on his life: “All this comes with threats, attempts to tarnish my image, and even plots to eliminate me.”
While portraying himself as a principled public servant, Mutamba firmly denied all allegations of embezzlement: “I never took a single dollar.”
However, the Chief Prosecutor at the DRC’s Court of Cassation maintained that during questioning, there was sufficient reason to proceed with the investigation and that evidence showed the crimes he is accused of had indeed been committed.
