Kagame Told Newly Appointed Officials to Prioritise Citizens’ Interests

President Paul Kagame has told newly appointed senior officials to put citizens’ interests first in carrying out their responsibilities, stressing that their decisions and performance directly affect the lives of the people they serve.

The President delivered the message on Friday, October 30, 2026, during a swearing-in ceremony for four senior officials recently appointed to government and other public institutions. The ceremony took place at Village Urugwiro in Kigali.

Kagame congratulated the officials on assuming their responsibilities, reminding them that accepting public office means committing themselves to serving the country and contributing to its development.

He noted that while some of those taking the oath had previously held public positions, others were assuming new responsibilities. He encouraged them to reflect on their past performance and identify areas where they could improve.

The President said changing circumstances require leaders to continuously assess their approach to work and determine what additional effort is needed to fulfil their responsibilities effectively.

He emphasised that self-assessment should extend beyond newly appointed officials to everyone entrusted with responsibilities, including those already serving in government, the private sector and other areas contributing to national development.

Kagame stressed that public officials must recognise that their responsibilities extend beyond the institutions they lead, as their decisions and actions have direct consequences for citizens.

“Our responsibilities are not just about ourselves. What we do affects many other people. When we do well, they benefit, and when we do badly, they bear the consequences,” Kagame said.

He reminded senior officials that serving the public requires placing citizens’ welfare at the centre of their decisions and continually seeking ways to improve their performance.

Among those sworn in was Julienne Uwacu, who was appointed Minister of Public Service and Labour, alongside Judith Uwizeye, who was appointed to the Senate.

Claudette Mukashyaka also took the oath as Auditor General of State Finances, while Gratien Kubwimana was sworn in as Deputy Auditor General of State Finances.
