Eng.-Dr. Ngirente thanks President Kagame after 8 years as Prime Minister

Dr. Edouard Ngirente, who was replaced from the position of Prime Minister after serving for eight years, expressed his gratitude to President Paul Kagame for the trust he placed in him and for being a role model throughout his leadership journey in heading the Government of Rwanda.

This follows the appointment, on Wednesday July 23, 2025, of a new Prime Minister by the President of the Republic, Paul Kagame. The newly appointed Prime Minister is Dr. Justin Nsengiyumva, who was previously the Deputy Governor of the National Bank of Rwanda.

Dr. Justin Nsengiyumva, an expert in economics, replaces Dr. Edouard Ngirente, who had assumed the role in 2017 during the government formed under President Paul Kagame’s previous term.

Dr. Ngirente was later reappointed to lead the Government of Rwanda in the current presidential term that began last year.

In his message following his replacement, Dr. Edouard Ngirente thanked President Paul Kagame for the confidence he had in him by assigning him the responsibilities of Prime Minister.

He said: “I am so grateful to H.E. Paul Kagame for the honor of serving as the Prime Minister of our beloved Rwanda for the last 8 years.”

Dr. Ngirente noted that throughout the eight years of service, he gained many valuable experiences, but most importantly, he will always remember the way the Head of State continued to serve as a great example.

He added: “Mr. President, I wish to express my deepest gratitude for the opportunity you gave me to serve my country, and for being such an inspiring mentor throughout this journey. It’s a chapter I’ll always carry with pride.”

Dr. Ngirente, also an expert in economics and holder of a PhD, was not widely known in Rwandan politics before his appointment as Prime Minister. However, since assuming office, the country experienced notable progress across various sectors, from agriculture to technology, infrastructure, education, health, and more.

Dr. Ngirente earned his PhD from the Catholic University of Louvain in Belgium in 2010. He held several key positions both in Rwanda and abroad, including serving as Executive Director representing the World Bank in the Africa Group 1 Constituency, which includes 22 countries, Rwanda among them.

He also worked as an advisor in the Ministry of Finance and Economic Planning (MINECOFIN), a role he left in 2011.
