This statement was mentioned in the announcement that was put out publicly on this Thursday,18th September 2025, It was signed by the Governor of North Kivu, Bahati Musanga Erasto who was appointed by AFC/M23 which is against the Democratic Republic of Congo.
This statement announced that the leadership of the North Kivu “informs all citizens of the North Kivu, especially those in Goma, that the activities of Grande Barrière will be starting at 6:00 am to 12:00 a.
The provincial leadership announced that this decision will take effect starting Friday, September 19, 2025, and that “all those responsible for the services concerned must respect it and put in place measures that inconvenience no one.”
The opening hours of this major border connecting DRC and Rwanda had already been extended when AFC/M23 took control of the city of Goma, at which point they set them from 6:00 a.m. until 10:00 p.m.
This extension has led to an increase in the number of people crossing the border. Authorities in Rubavu District reported that, compared to the 20,000 people crossing per day between 2020 and 2024, the figure has doubled in 2025, reaching about 43,000 daily.
