President Paul Kagame and Sultan Haitham bin Tarik of Oman agreed to open resident embassies in each other’s countries as part of efforts to strengthen relations and cooperation between Rwanda and Oman.
The decision was announced following President Kagame’s two-day official visit to Oman from Monday, September 7, to Tuesday, September 8, 2026, at the invitation of Sultan Haitham.
During the visit, the two leaders held talks on strengthening bilateral relations and expanding cooperation across different sectors to advance their countries’ shared interests.
Their agreements included establishing resident embassies, creating a Rwanda-Oman Joint Committee and forming a Joint Business Council. These institutions will provide permanent mechanisms for coordinating activities and monitoring the implementation of cooperation agreements signed by the two countries.
Rwanda and Oman also expressed their intention to expand cooperation in investment, transport, energy, tourism, infrastructure, logistics and goods transportation, communications, information technology, banking and finance.
The two countries encouraged greater cooperation between their governments and private sectors to increase bilateral trade.
Several agreements were also signed during the visit. They included the mutual exemption of visa requirements for holders of diplomatic, special and service passports and an agreement to avoid double taxation.
The two sides also signed memoranda of understanding covering political consultations, labour, logistics, the development of land and dry ports, agriculture, investment promotion, and strategic partnership and investment activation.
President Kagame and Sultan Haitham welcomed the continued growth of relations and cooperation between Rwanda and Oman, particularly in transport, communications and information technology.
The two leaders also discussed regional and international issues, particularly matters concerning peace and security.
They reaffirmed their support for resolving disputes through dialogue and other peaceful means in accordance with the principles of international law.
President Kagame commended Oman for its contribution to regional dialogue and peace efforts. Sultan Haitham, in turn, praised Rwanda for promoting stability and security and pursuing peaceful solutions to challenges in its region of Africa.
At the conclusion of the visit, President Kagame thanked Sultan Haitham and the people of Oman for the hospitality extended to him and his delegation. He also invited the Sultan to visit Rwanda.
