The National Public Prosecution Authority (NPPA) of Rwanda has confirmed that two Rwandans suspected of involvement in the Genocide against the Tutsi have been arrested by judicial authorities in two different countries, Germany and Canada.
The two are Innocent Sebagoyi and Laurent Nduwayezu, arrested at different times since last June.
The first of the two to be arrested was Laurent Nduwayezu, who was arrested by Canadian judicial authorities on 22 June 2026.
The NPPA said: “The arrest was carried out pursuant to an indictment and an international arrest warrant issued by Rwanda in 2014.”
Laurent Nduwayezu was born in 1958 in Burera District. At the time of the 1994 Genocide against the Tutsi, he resided in the former Rubavu Commune, where he served as Head of Security at BRALIRWA, a beverages manufacturer based in Gisenyi Town.
Nduwayezu is being prosecuted for genocide, complicity in genocide, conspiracy to commit genocide, extermination as a crime against humanity, and murder as a crime against humanity.
He is suspected of having participated in the killing of Tutsi in various parts of the former Rubavu Commune, including by taking part in meetings during which the names of Tutsi targeted for killing were identified.
The NPPA said it wished to “commend the judicial authorities in Canada for their continued cooperation in the pursuit of justice and their commitment to identifying, apprehending, and bringing to justice individuals suspected of participation in the 1994 Genocide against the Tutsi in Rwanda.”
Also, on 1 July this month, German judicial authorities arrested Innocent Sebagoyi, who is likewise suspected of involvement in the Genocide against the Tutsi.
The NPPA said: “The arrest was carried out pursuant to an indictment and an international arrest warrant issued in 2019.”
Innocent Sebagoyi was born on 20 September 1967 in Mushonyi Sector, Rutsiro District. At the time of the 1994 Genocide against the Tutsi, he resided in the former Kayove Commune, where he served as Assistant Bourgmestre in charge of administrative and legal affairs.
He is suspected of genocide, extermination as a crime against humanity, and direct and public incitement to commit genocide.
He is alleged to have participated in the killing of Tutsi in various parts of the former Kayove Commune, including attacks against Tutsi who had sought refuge at Muyange School.
