Foreign Minister Olivier Nduhungirehe said a letter circulating online, which claimed to be from US President Donald Trump to President Paul Kagame, was fake.
Nduhungirehe issued the clarification on X on Wednesday, November 4, responding to a document presented as White House correspondence dated October 28, 2026. It contains allegations about Rwanda’s role in the conflict in eastern DR Congo.
“For those who are spreading this ‘letter’ on social media, please note that it is not authentic,” he wrote.
The document accuses Rwanda of providing military and logistical support to the M23 rebel group and destabilising eastern DR Congo.
It also presents demands concerning support for M23 and the withdrawal of Rwandan forces. These passages appear in the document the minister rejected as inauthentic.
Rwanda has denied supporting M23 and has said it remains committed to implementing the peace agreement it signed with DR Congo in Washington.
Kigali has maintained that implementation requires both countries to fulfil their obligations.
It has said the lifting of its defensive measures depends on action against the FDLR armed group, which it regards as a threat to national security.
The letter also mentions AGOA, a US programme introduced in 2000 that allows eligible African countries to export qualifying goods to the United States without paying import duties.
