Minister of Foreign Affairs and International Cooperation, Amb. Olivier Nduhungirehe, said that the signing of an agreement by FDLR to disarm and be repatriated confirms that this group continues to collude with the DRC government, and that it is a scheme aimed at distorting and delaying the process of eliminating this genocidal group.
Minister Nduhungirehe made these remarks after the Minister of Communication and Media in the Congolese Government, Patrick Muyaya, who is also its Spokesperson, announced that FDLR had signed the agreement.
Patrick Muyaya said: “Based on the Washington Accords and the attached CONOPS (the operational plan to dismantle FDLR), FDLR has signed an agreement to disarm, reintegrate into civilian life, and be repatriated through an awareness campaign.”
This Congolese government official went on to claim that this is the path to resolving the FDLR issue, which he described as having been Rwanda’s pretext for the past 30 years.
This comes at a time when the group, made up of some of those who perpetrated the Genocide against the Tutsi, has repeatedly shown that it seeks to attack Rwanda again and overthrow the current government, and has on various occasions carried out attacks on Rwandan territory that have claimed the lives of innocent people.
Rwanda’s Minister of Foreign Affairs and International Cooperation, Amb. Olivier Nduhungirehe, said that the signing of this agreement confirms that the FDLR group has colluded with the Congolese government.
He said: “The signature of this so-called ‘protocol’ between the father (Congolese government), the son (FDLR), and the evil spirit (genocide ideology) is in no way compliant with the Washington Accords, which make no provision for it anywhere. And for good reason: the genocidal FDLR are not a party to those Accords; they are rather their object.”
“This is therefore a crude manipulation by Kinshasa and its lackeys, a delaying tactic by the DRC to try to wriggle out of its primary security obligation, which, according to the Concept of Operations (CONOPS) and its Operational Order (OPORD), was to be fulfilled within a 90-day period,” he said.
“To wrap up, I would recall that since the signing of the Washington Accords on December 4, 2025, the Kinshasa government has not only intensified its military support for the FDLR, much of which is in fact integrated into its army, but has also accelerated the political organization of this genocidal movement, by enlisting a few politicians linked to the former regime and living in Europe, mainly Jean-Luc Habyarimana, Fabien Singaye, Thomas Nahimana, and Thadée Kwitonda. In conclusion, the media posturing of this malevolent trinity is a non-event,” he said.
The Washington Accords require the Congolese government to disassociate itself from the FDLR and dismantle it, following many previous agreements that made similar demands, but the Kinshasa government has continued to turn a deaf ear on this issue.
