Rwanda and Oman signed two agreements and six memoranda of understanding covering taxation, travel, investment and several areas of bilateral cooperation.
The instruments were signed at Al Hosn Palace in Salalah on Tuesday, September 8, during President Paul Kagame’s official visit to Oman.
One agreement provides for the mutual exemption of visa requirements for holders of diplomatic, special and service passports. It does not apply to holders of ordinary passports.
The second agreement seeks to prevent double taxation, addressing circumstances in which individuals or businesses could be taxed by both countries on the same income.
The six MoUs cover political consultations, labour cooperation, trade and investment, agriculture, logistics, and strategic partnership and investment activation.
The logistics cooperation includes the development of land and dry ports and services related to supply chains, according to the Oman News Agency.
Rwanda’s signatories included Minister of Foreign Affairs and International Cooperation Olivier Nduhungirehe, Minister of Finance and Economic Planning Yusuf Murangwa, Minister of Trade and Industry Antoine Kajangwe and Minister of State for Agriculture and Animal Resources Solange Uwituze.
Rwanda Development Board Chief Executive Officer Juliana Muganza also signed on behalf of the Rwandan side.
Oman was represented by Foreign Minister Sayyid Badr bin Hamad Al Busaidi, Finance Minister Sultan bin Salim Al Habsi and Commerce, Industry and Investment Promotion Minister Anwar bin Hilal Al Jabri.
Oman Aviation Investment Chief Commercial Officer Ali bin Talib Al Maawali also signed one of the cooperation instruments.
The signing followed official talks between President Kagame and Sultan Haitham bin Tarik, during which the two leaders discussed cooperation and investment in mining, renewable energy, food security, land ports, logistics and healthcare.
The agreements and MoUs mark a further expansion of relations between Rwanda and Oman, which established diplomatic ties in 1982.
Bilateral engagement has increased in recent years through cooperation in aviation, technology and logistics. Direct flights between Kigali and Muscat began in July 2026, providing two weekly services between the two countries.
