Abamotari bijanditse mu mayeri yo kujijisha Polisi akabo kashobotse

Nyuma yuko Polisi y’u Rwanda ifashe moto 2 019 mu Mujyi wa Kigali, bitewe n’amakosa y’ababaga bazitwaye arimo guhimba, guhindura cyangwa guhisha plaque zazo, uru rwego rwongeye kuburira abamotari, bakora aya makosa, rubibutsa ko ibihano bibategereje.

Izi moto kandi harimo n’izafatiwe kuba zari zitwaye imizigo irenze ubushobozi bwazo, izakoze impanuka ndetse n’izafatiwe kutishyura amande.

Umuvugizi wa Polisi y’u Rwanda ACP, Boniface Rutikanga, ubwo yaganiraga n’Itangazamakuru mu kiganiro cyabereye aho izi moto ziparitse mu Murenge wa Gatsata mu Karere ka Gasabo, yavuze ko ubusanzwe plaque ari yo myirondoro y’ikinyabiziga.

Ati “Abatwara moto bahindura imibare cyangwa inyuguti biyigize, akenshi baba bagamije kujijisha. Usanga ababikora hari ibyaha baba barimo guhishira nko kuba zaribwe, gukoreshwa mu bujura bwo gushikuza amasakoshi cyangwa telefone, gutwara ibiyobyabwenge n’ibindi.”

Yavuze kandi ko izi moto zirimo n’izafashwe kubera andi makosa arimo gutwara badafite uruhushya rwo gutwara ikinyabiziga n’urwo gutwara abantu, n’izakoze impanuka.

ACP Rutikanga yaburiye abahindura nimero ziranga ikinyabiziga ku bihano bibategereje, abibutsa ko n’amayeri bakoresha agenda amenyekana.

Ati “Uburyo butandukanye bakoresha bugenda bugaragara; aho usanga bahanaguye umubare cyangwa inyuguti bagahinduramo iyindi, hari abazihina nimero ntigaragare, abashyiraho agasinga bakurura gafashe ku kuma bashyize kuri plaque kakamanuka kagahisha inyuguti, abarenza igitambaro kuri plaque, hakaba na moto ubona zifite plaque wayishakisha muri sisiteme y’ikigo cy’imisoro n’amahoro ntuyibonemo. Bituma camera ifata nimero itajyanye n’iy’ikinyabiziga kiri aho.”

Bamwe mu Bamotari bakorera mu Mujyi wa Kigali, banenga bagenzi babo kubera amakosa bababoonaho, bakavuga ko bidakwiye, ndetse ko ari bo bahindanyiriza isura.

Ndayisenga Selemani umaze imyaka ibiri mu mwuga wo gutwara abagenzi kuri moto mu Mujyi wa Kigali, yagize ati “Inshuro nyinshi hari amakosa tubona akorerwa mu muhanda, ariko ibyo tubona biteye inkeke, ni abahindura plaque kuko natwe baba baduhemukira, bakanahemukira bagenzi bacu. Nta yindi mpamvu ibibatera, hari igihe umuntu aba ahora mu byaha ukabona afashe nk’agasume agapfuka plaque akiruka.”

Harimo abakoresha amayeri adasanzwe

ICYO ITEGEKO RITEGANYA

Ingingo ya 276 mu itegeko riteganya ibyaha n’ibihano muri rusange, ivuga ko; Umuntu wese, ku bw’uburiganya, wandika, wandikisha ibintu bidahuye n’ukuri cyangwa ukora imenyekanisha ritari ryo afatwa nk’uwakoze icyaha cyo gukora ibihimbano.
