The Government of Rwanda has unequivocally condemned the airstrike carried out by Israel in Doha, Qatar, on September 9, 2025, describing it as a violation of international norms that undermines peace and threatens global stability.
In an official statement issued by the Office of the Government Spokesperson, Rwanda extended its condolences to the State of Qatar over the loss of life and expressed solidarity during what it called “a difficult time.”
“ The wanton trampling of foundational norms of interstate relations is dangerous and unsettling, and is leading the world into a ‘no rules based order‘ for which there is no contemporary precedent,” the statement read.
Rwanda further stressed that the escalation of such hostilities is both unnecessary and reckless, warning that the silence of the international community risks deepening global insecurity.
“The continued escalation is senseless , and yet the international community seems content to let it continue unchecked. The hypocrisy and complacency evident in such circumstances, Especially from the most powerful, leaves the world vulnerable to growing chaos and uncertainty,” the statement added.
Qatar’s mediation role highlighted
The Rwandan government praised Qatar’s active role in international mediation, particularly in the Middle East and Africa, where the Gulf nation has facilitated dialogue in some of the world’s most intractable conflicts.
“ The state of Qatar is playing a crucial role in mediation efforts in some of the most complex and intractable situations in the Middle East and Africa, and this merits universal appreciation and gratitude.” The government emphasized.
Implications for Rwanda, Qatar, and Israel
For Qatar, the strike represents an attack on its sovereignty and threatens its credibility as a neutral mediator in global diplomacy.
For Israel, the move could increase international pressure and expose it to further diplomatic isolation or sanctions.
For Rwanda, condemning the attack reinforces its foreign policy alignment with international law and multilateralism, while also testing its relations with partners who maintain strong ties with Israel.
Global reactions
The condemnation by Rwanda joins a chorus of international voices. UN Secretary-General António Guterres said the strike was “a flagrant violation of the sovereignty and territorial integrity of Qatar.”
Similarly, members of the United Nations Security Council expressed concern that such actions undermine regional peace efforts. U.S. diplomats at the UN noted that military escalation “serves no constructive purpose in the ongoing search for stability.”
