Izamuka ry’amafaranga abagenzi bishyura mu ngendo bishobora kugera no ku biciro ku masoko?

Leta y’u Rwanda yahagaritse amafaranga yari imaze imyaka itatu yunganira ku giciro cy’abakoresha imodoka zitwara abagenzi mu buryo rusange, nubwo Banki Nkuru y’u Rwanda yari iherutse gutangaza ko bikwiye gukoranwa ubushishozi akagenda akurwaho mu byiciro, kuko bishobora gutumbagiza ibiciro ku masoko.

Icyemezo cyo gukura nkunganire y’amafaranga Leta yongereraga kuri buri mugenzi utega imodoka, cyari giherutse kuvugwaho, ariko kikaba cyatangajwe ku mugaragaro ku wa Kabiri tariki 12 Werurwe 2024.

Iki cyemezo kizatangira kubahirizwa ku wa Gatandatu tariki 16 Werurwe, kizatuma ibiciro by’ingendo bihita byiyongera ku bagenzi, aho nk’umuntu wavaga mu mujyi rwagati yerecyeza kimironko wishyuraga 253 Frw, ubu azajya yishyura arwishyura 355. Iibi bivuze ko hiyongereyeho 102 Frw, akaba 204 Frw mu gihe agomba kugenda akanagaruka.

Iki ni icyemezo cyatangajwe nyuma y’umunsi umwe Guverinoma y’u Rwanda itangaje ko umusaruro mbumbe w’ubukungu wazamutse ku muvuduko wa 8,4% muri 2023, nyamara muri 2019 bwari bwazamutse ku muvuduko wa 9,2%. Iri gabanuka ry’umuvuduko rikaba ryari ryaratewe n’icyorezo cya COVID-19 cyageze mu Rwanda muri 2020.

Ni mu gieh kandi irya nkunganire yashyirwaga mu ngendo, yari yatangiye gushyirwamo mu rwego rwo guhangana n’ingaruka z’iki cyorezo.

Minisitiri w’Imari n’Igenamigabi, Dr Uzziel Ndagijimana avuga ko nubwo iyi nkunganire yakuwemo umuvuduko w’izamuka ry’ubukungu utarasubira uko wahoze mbere ya COVID, ariko uhagaze neza.

Yagize ati “Ni ukuvuga ngo mbere ya COVID-19 twari ku rugero rusaga 9%, muri 2021 twagize 10,9%, muri 2022 tugira 8,2%, umwaka ushize tugira 8,4% byose byiyongera ku byari byagezweho mu mwaka ubanza. Ni ukuvuga ngo guhera icyo gihe kugera uyu munsi ubukungu bwarazamutse cyane, aho turi uyu munsi hari hejuru cyane tugereranyije n’aho twari turi mbere ya Covid.”

Depite Frank Habineza yari aherutse kugira icyo avuga kuri izi ngingo zombi z’izamuka ry’ubukungu ndetse no gukura nkunganire mu gutwara abagenzi, avuga ko byaba byitondewe.

Yari yagize ati “Hari abagaragaza ko ubukungu nubwo imibare igaragaza ko buhagaze neza; ariko mu mifuka y’abaturage ntabwo birahagarara neza, zngaruka ziracyahari.”

Ukwezi kwa Mutarama 2024 kwasize umuvuduko w’izamuka ry’ibiciro ku masoko ugeze kuri 5% uvuye kuri 21% byariho mu mpera z’umwaka wa 2022.

Banki Nkuru y’u Rwanda kandi iherutse gutangaza ko nihatabaho ibindi bibazo, uyu mwaka uzarangira umuvuduko w’izamuka ry’ibiciro ukiri kuri iyi mibare myiza, ndetse ko hifuzwa ko uyu muvuduko ugomba kuba hagati ya 2% na 8%.

Guverineri wa Banki Nkuru y’u Rwanda, John Rwangombwa aherutse kuvuga ko basabye ko icyemezo cyo gukuraho amafaranga Leta yishyuriraga abagenzi ku giciro cy’ingenda, cyashyirwa mu bikorwa mu buryo butagira ingaruka ku mibereho y’abaturage.

Yari yagize ati “Ntabwo turamenya uko leta izabikora, ariko icyo twasabye ni uko byakorwa ntibibe icyarimwe kugira ngo bye kugira ingaruka ku bantu no kuri iyi mibare tureba.”

Goverinoma y’u Rwanda yo yatangaje ko yari imaze gutanga miliyari 91 Frw muri iyi gahunda yo kunganira abagenzi ku biciro by’ingendo, ndetse ivuga ko ayashyirwagamo, agiye kujya mu bindi bikorwa byunganira imibereho y’abaturage.
