Key points to know about Rwanda’s new Road Traffic Law

Road safety remains a major public concern in Rwanda, especially as the number of vehicles continues to increase. In response to persistent traffic accidents, many of them linked to alcohol consumption, Rwanda’s parliament agreed on the new Road Traffic Law that introduces stricter measures aimed at reducing drunk driving and improving overall road discipline.

On 5 January 2026, The Chamber of Deputies passed this new law during a plenary sitting. The legislation modernizes Rwanda’s traffic regulations and strengthens enforcement mechanisms, with a strong focus on driving under the influence of alcohol or drugs. Lawmakers emphasized that the goal is not punishment alone, but saving lives and promoting responsible road use as the Rwandan traffic police road-safety slogans says “Turindane tugereyo Amahoro” which translates to “Let’s protect each other so that we arrive safely.”

Driving under the influence has long been recognized as a leading cause of serious road accidents. Alcohol affects judgment, reaction time, and coordination, making drivers more likely to cause crashes that endanger not only themselves but also passengers, pedestrians, and other road users. Parliament noted that tougher rules were necessary to deter risky behavior and align Rwanda with international road-safety standards.

The new law gives traffic authorities stronger legal backing to prevent, detect, and penalize drunk driving. It also sends a clear message that road safety is a shared responsibility and that reckless behaviors will no longer be tolerated.

Key Points from the Parliament Decision on Alcohol and Driving

According to the official Parliament of Rwanda communication on the adoption of the new Road Traffic Law, the following are the key measures related to alcohol consumption and driving:

  1. Stricter Control of Driving Under the Influence

The law introduces clearer provisions against driving while under the influence of alcohol or drugs. Drivers found exceeding the legally allowed blood-alcohol limit will face heavier penalties than before.

  1. Legal Framework for Alcohol and Drug Testing

Traffic police are now legally empowered to conduct alcohol and drug tests on drivers suspected of impairment. This strengthens enforcement and reduces loopholes that previously made prosecution difficult.

  1. Increased Penalties for Offenders

Drivers caught driving while intoxicated may face higher fines, possible imprisonment, and administrative sanctions. These penalties are designed to act as a strong deterrent against repeat offences.

  1. Possible Licence Suspension or Withdrawal

The law allows authorities to suspend or withdraw driving licences from offenders, especially in serious or repeated cases. This aims to keep dangerous drivers off the road and protect the public.

  1. Emphasis on Road Safety and Prevention

Parliament stressed that the law is part of a broader effort to reduce road accidents and fatalities. Preventing drunk driving is seen as a key pillar of Rwanda’s national road-safety strategy.

  1. Modernisation of Road Traffic Regulations

Beyond alcohol-related measures, the new Road Traffic Law updates outdated provisions to reflect current transport realities, including increased vehicle numbers and changing road-use patterns.

A Message to Drivers

By approving these measures, Parliament reaffirmed its commitment to protecting lives on Rwanda’s roads. The new law serves as a warning to drivers who choose to mix alcohol and driving, while also encouraging responsible behaviour among all road users.

Authorities have called on drivers to respect the law, avoid alcohol before driving, and prioritize safety at all times. As enforcement becomes stricter, compliance will be essential to ensure safer roads for everyone.

The adoption of this law marks an important step in Rwanda’s ongoing efforts to promote discipline, accountability, and safety in the transport sector.
