The Government of Rwanda has announced that by 2025, households with access to electricity have reached 85%, up from less than 2% in 2000. It also stated that a revision of electricity tariffs is underway, since they have not changed in the last five years.
This was highlighted in the resolutions of the Cabinet Meeting held on Monday, September 15, 2025, chaired by the President of the Republic, Paul Kagame.
The third resolution of this meeting states that: “The Cabinet discussed progress achieved in expanding electricity access, connectivity and reliability nationwide.”
It continues as follows: “Access to electricity has increased to 85% in 2025 from less than 2% in 2000.”
The Government of Rwanda further explains that: “To achieve universal access and financial sustainability in the power sector, the Cabinet noted that the electricity tariff, which has remained unchanged since 2020, is currently under review as part of broader strategic measures.”
The tariffs that have been in effect for the past five years stipulate that in residential houses, people who consume up to 15 kilowatts per month pay 89 Rwandan francs per kilowatt, those who consume between 15 and 50 pay 201.2 Rwandan francs, while those who consume above 50 pay 249 Rwandan francs per kilowatt.
