Polisi ikorera mu Karere ka Rubavu yafashe umugabo w’imyaka 30 y’amavuko usanzwe ari umwarimu ukurikiranyweho gukoresha inyandiko mpimbano nyuma y’uko afatanywe ikarita igaragaza ko yakingiwe inkingo zombi za Phizer, akavuga ko uwamuhaye icyo cyangombwa yamwishyuye 1 000 Frw.

Iki cyangombwa kigaragaza ko yakingiwe muri Nzeri 2021, akingirirwa mu kigo nderabuzima cya Bugeshi ajya no mu kigo cy’Igihugu cy’ubuzima kwibaruza mu bantu bakingiwe.

Havugimana yafashwe kuri uyu wa Gatandatu ubwo yari agiye kwa muganga kwivuza ku kigo nderabuzima cya Bugeshi.

Ubwo yerekwaga itangazamakuru kuri iki cyumweru tariki ya 26 Ukuboza ku cyicaro cya sitasiyo ya Polisi ya Gisenyi,  Havugimana yemeye icyaha yakoze avuga ko kiriya cyangombwa yagihawe n’umuntu atashatse kuvuga amazina ye.

Yavuze ko uwo muntu wamuhaye iki cyangomwa yagira ngo azajye yitabira ibikorwa bitandukanye harimo ubukwe bw’umuvandimwe we buheruka kubera mu Karere ka Musanze.

Uwakimukoreye ngo ni umuturage wo mu Karere ka Musanze, yamwishyuye amafaranga y’u Rwanda igihumbi kugira ngo akimukorere.

Umuvugizi wa Polisi mu Ntara y’Iburengerazuba, Chief Inspector of Police (CIP) Banaventure Twizere Karekezi yavuze ko Havugimana yafatiwe ku kigo nderabuzima cya Bugeshi yaje kwivuza.

Yagize ati “Havugimana ntabwo yigize yikingiza ahubwo yahisemo gukora icyaha cyo guhimba icyangombwa kigaragaza ko yakingiwe. Yafatanwe kiriya cyangombwa aje kwivuza kwa muganga.”

CIP Karekezi yibukije abantu ko n’ubwo amabwiriza ya Leta asaba ko abantu bagomba kwerekana ko bikingije icyorezo cya COVID-19 kugira ngo bagire serivisi bahabwa bitavuze ko bagomba gukora ibyaha byo guhimba inyandiko zibyerekana.Abatarikingiza yabakanguriye kwihutira kubikora hakiri.

Yakomeje akangurira abantu kubahiriza amabwiriza yose ajyanye no kwirinda ikwirakwira ry’icyorezo cya COVID-19 bakanirinda inzira zose zibaganisha ku gukora ibyaha kuko Polisi iri maso izabafata.

Havugimana yahise ashyikirizwa Urwego rushinzwe ubugenzacyaha (RIB) rukorera muri sitasiyo ya Polisi ya Gisenyi kugira ngo hatangire iperereza.

 

ICYO ITEGEKO RITEGANYA

Itegeko no Nº68/2018 ryo ku wa 30/08/2018 mu ngingo yaryo ya 276 ivuga ko umuntu wese uhimba cyangwa uhindura mu buryo ubwo ari bwo bwose inyandiko cyangwa ikindi kintu cyanditseho igitekerezo, ashyiraho umukono cyangwa igikumwe bitari byo, yonona inyandiko cyangwa imikono, asimbuza abantu abandi, ahimba amasezerano, imiterere y’ingingo zayo, igitegetswe gukorwa cyangwa icyarangije kwemeranywa, aba akoze icyaha.

Iyo abihamijwe n’urukiko, ahanishwa igifungo kitari munsi y’imyaka itanu (5) ariko kitarenze imyaka irindwi (7) n’ihazabu y’amafaranga y’u Rwanda atari munsi ya miliyoni eshatu (3.000.000 FRW) ariko atarenga miliyoni eshanu (5.000.000 FRW) cyangwa kimwe gusa muri ibyo bihano.
