The Director General of the National Identification Agency (NIDA), Mukesha Josephine, has clarified how the digital national ID will work, explaining that each individual will personally choose which information to share, depending on the service they are requesting or providing.
In an interview with B&B Kigali FM, the NIDA Director addressed concerns raised by some people regarding the sharing of personal data through digital technology and how individuals will be able to control the type of information they share, depending on who they are sharing it with and for what purpose.
Mukesha explained that the owner of the information will be the one to decide which data to share, depending on the institution they are dealing with. She added that, based on the service being provided, a person will only share relevant information, rather than giving access to all their personal details.
She said: “Only the owner of the information will choose what data to share, depending on the institution they are working with. Once that collaboration ends, the individual will be able to notify all institutions that had access to their data and stop them from continuing to use it if they no longer have any working relationship.”
While explaining how data sharing will function, the NIDA Director noted that technology will be used to confirm consent, and individuals will have to approve whether they agree to share their information with a specific institution, depending on the purpose of the collaboration and the type of data required.
She added: “For example, if someone wants to work with a financial institution, the institution will first specify the type of personal information it needs. The individual will then receive a confirmation message (OTP) on their phone, after which they will decide whether to grant permission for that information to be used. Once the collaboration ends, or if the individual decides to switch to another institution, they will have the right to stop that institution from continuing to use their personal data.”
