The President of the Republic of Rwanda, Paul Kagame, has appointed the members of the new cabinet following the appointment of a new Prime Minister, with many of the previous members returning to their positions.
The new cabinet members were announced on the evening of Thursday, July 24, 2025, a day after President Paul Kagame appointed a new Prime Minister, Dr. Justin Nsengiyumva, who replaced Dr. Edouard Ngirente, who had served in this position for eight years.
Some of the new ministers appointed to the Government of Rwanda include Dominique Habimana, who was appointed Minister of Local Government, replacing Patrice Mugenzi, who had been in the position for only nine months after being appointed in October 2024.
Also among them is Dr. Bernadette Arakwiye, who was appointed Minister of Environment, replacing Dr. Uwamariya Valentine, who had been in that role since August 2024, after previously serving in other ministries, including as Minister of Education and Minister of Gender and Family Promotion.
Other new faces in the cabinet include Eng. Jean de Dieu Uwihanganye, appointed as Minister of State in charge of Infrastructure. He had previously served as Minister of State in charge of Transport in the Ministry of Infrastructure, and later as Rwanda’s Ambassador to Singapore.
