In the discussions between the joint security mechanism of the Government of Rwanda and that of the Democratic Republic of Congo (DRC), both sides agreed to take steps toward implementing earlier commitments, including the neutralization of the FDLR rebel group.
The talks took place in Washington D.C. on November 19 and 20, 2025, attended by representatives from Rwanda, the DRC, the United States, Qatar, Togo acting as the facilitator appointed by the African Union as well as officials from the AU Commission.
This fourth meeting of the Joint Security Coordination Mechanism (JSCM) aimed to review the implementation of the Peace Agreement signed on June 27, 2025.
A statement from the U.S. Government said:
“The DRC and Rwanda committed to advancing the Operations Order (OPORD) to implement the Concept of Operations (CONOPS) for the Harmonized Plan for the Neutralization of the FDLR and Disengagement of Forces/Lifting of Defensive Measures by Rwanda.”
The statement further noted that: “JSCM observers acknowledged the efforts of the Parties to facilitate the continued demobilization, repatriation, and reintegration of FDLR members.”
Participants reviewed progress on Phase One of the OPORD, including updates on intelligence sharing, information operations conducted by the DRC to raise awareness in accessible communities, and encourage FDLR members to lay down their arms.
The meeting also offered an opportunity to discuss existing challenges, gaps, and opportunities for ensuring the first phase meets its objectives.
The joint mechanism also held discussions on the second phase of OPORD activities, which focuses on eliminating the FDLR and removing Rwanda’s defensive measures.
Participants further reviewed broader peace pathways and commended the recent preliminary Peace Agreement signed in Doha, Qatar, between the DRC Government and the AFC/M23 coalition under Qatari mediation.
Members of the JSCM underscored the value of harmonizing the Washington Peace Agreement with the Doha Agreement.
The U.S. Government statement added that: “The Governments of the DRC and Rwanda expressed their appreciation to the United States, Qatar, and the African Union for their continued support and facilitation of the peace process.”
The U.S. Government concluded by affirming that Rwanda and the DRC remain committed to achieving lasting peace and stability in eastern DRC and across the Great Lakes region.
