President of the Republic of Rwanda, Paul Kagame, has made changes to the Government, bringing in four new members, the Minister of Infrastructure, the Minister of Trade and Industry, and two Ministers of State in the Ministry of Infrastructure.
The changes were contained in a communiqué issued by the Office of the Prime Minister, which announced that Murwanashyaka Damien has been appointed Minister of Infrastructure.
Also joining the Ministry of Infrastructure are two new Ministers of State, Zingiro Armand and Col. Bizimungu Claudien.
All those joining the Ministry of Infrastructure are new to the Government of Rwanda, replacing those who were previously in the ministry, including Jimmy Gasore who had served as Minister of Infrastructure since September 2023.
The other change in the Ministry of Infrastructure involved Amb. Jean de Dieu Uwihanganye, who had returned to the Government of Rwanda in 2019 after serving as Rwanda’s Ambassador to Singapore, and has now left the ministry.
Another change was made in the Ministry of Public Service and Labour, where Uwizeye Judith has been appointed Minister, replacing Amb. Christine Nkulikiyinka.
Uwizeye Judith is not new to the Government of Rwanda, she had previously served as Minister in the Presidency of the Republic. Christine Nkulikiyinka, whom she is replacing, has been assigned new responsibilities as Rwanda’s Ambassador to the Kingdom of Spain.
Also new to the Government is Kajangwe Antoine Marie, who has been appointed Minister of Trade and Industry, replacing Prudence Sebahizi who held the position since 2024. However, Kajangwe Antoine Marie is not new to this ministry, as he had previously served as Permanent Secretary since 2024.
In addition to the Cabinet changes, the President also made other appointments. Among those appointed as proposed Ambassadors are Lt Gen (Rtd) Karake Karenzi to the People’s Republic of China, Maj Gen Bayingana Emmanuel to the State of Israel, and Col (Rtd) Ruhunga Jeannot to the Republic of Poland.
New leadership was also appointed in key institutions, including Ms. Kanyonga Louise as Chief Executive Officer of Zigama CSS, Mr. Byilingiro Maximilien as Chief Executive Officer of Rwanda Energy Group (REG), and Ms. Umurungi Michelle as Deputy Chief Executive Officer and in charge of Investments at Rwanda Social Security Board (RSSB).
Mrs. Tuyishimire Chantal was also appointed Permanent Secretary in the Ministry of Trade and Industry.
