The arsonist-firefighter (pyromane-pompier) strategy: Understanding a persistent model of political and strategic manipulation. How DRC is manipulating the ICJ and its own population!
In political science, international relations, and organizational leadership, analysts have long observed a recurring phenomenon commonly described as the “arsonist-firefighter” strategy. The concept refers to a situation in which someone deliberately creates, exacerbates, or exploits a crisis before positioning himself as the indispensable force capable of restoring stability or as a machiavelist, to excuse himself for any wrongdoing in case the situation goes ugly. In kinyarwanda it’s called “kwigira nyoni nyinshi”.
The effectiveness of the “arsonist-firefighter” model or Machiavellism rests on controlling both the problem and the proposed solution. By shaping the crisis environment, Felix Tshisekedi wants to influence public perception, dominate media attention, and frame himself as the only credible source of order and stability. Or pretend that he warned the world about the chaos in his country.
We express our grave concerns regarding continous escalations in rhetoric and the patterns of behavior observed in DRC. By taking Rwanda to the ICJ court today, Congolese authorities expect immunity for years of sustained hate speech involving various high-level officials, including Minister Muyaya, military leadership, and the Burundian President, as well as the dissemination of Wazalendo songs and other FDLR militias attacks.
These actions appear to be part of a calculated progression toward a “final solution” aimed at the extermination of a specific segment of the DRC population in South Kivu. It is critical that these maneuvers are recognized by ICJ judges and addressed to prevent further tragedy.
The arsonist-firefighter framework remains a valuable analytical tool for understanding how crises can sometimes be leveraged to accumulate power, influence, or economic advantage. However, its application demands intellectual discipline and local culture understanding.
