Abafana bafatiwe ku mukino wa APR&Rayon bashobora gufungwa imyaka 5…Polisi yaberekanye inabashyikiriza RIB

Polisi y’u Rwanda yerekanye abafana 15 bafatiwe ku mukino wahuje APR FC n Rayon Sports ubwo berekanaga ubutumwa bugufi bw’ubuhimbano bwerekana ko bisuzumishije icyorezo cya COVID-19, bakaba bakukiranyweho icyaha Guhimba, guhindura inyandiko cyangwa gukoresha inyandiko mpimbano gihanishwa igifungo kitari munsi y’imyaka 5.

Aba bafana berekanywe kuri uyu wa Gatatu tariki ya 24 Ugushyingo ku cyicaro cya Polisi mu Mujyi wa Kigali mu Karere ka Gasabo Umurenge wa Remera.

Abafana 15 bose bafashwe kuri uyu wa Kabiri tariki ya 23 Ugushyingo ubwo bari baje kureba umupira wahuzaga APR FC na Rayon Sports kuri sitade ya Kigali i Nyamirambo.

Uwizeyimana Jeannette ni umwe mu bafana bafatanwe ubutumwa bugufi ashaka kurenga ku mabwiriza yo kwirinda icyorezo cya COVID-19 akinjira muri sitade.

Yavuze ko yageze kuri sitade ya Kigali bakamwiba telefoni yariho ubutumwa bugufi bw’umwimerere butangwa n’ikigo cy’Igihugu cy’ubuzima (RBC). Bamaze kuyiba yahise abona umuntu umubwira ko yamufasha kumuha ubutumwa akinjira muri sitade akareba umupira.

Yagize ati “Bakimara kunyiba telefoni n’umurongo nitabiraho (Sim card) nasigaranye indi telefoni imwe, hari umuntu wanyumvise ndimo gutaka arambwira ngo ko abandi bose barimo kuboherereza ubutumwa bugufi bugaragaza ko bipimishije ngwino nanjye mbukoherereza wigire kureba umupira.  Kuko nari navuye mu Karere ka Nyagatare numvise ntari busubireyo ntarebye umupira wari wanzanye nahise mbyemera anyoherereza ubwo butumwa. Nafatiwe ku marembo ndimo kubwereka abari bashinzwe kwinjiza abantu muri sitade.”

Uwizeyimana yavuze ko nta kiguzi yatanze ngo bamuhe ubwo butumwa, yari abizi ko ibyo arimo gukora ari icyaha agisabira imbabazi ndetse akangurira  n’abandi kubyirinda. Nkunzimana Evode avuga ko ubusanzwe ari umumotari, nawe yafatanwe ubutumwa bugufi bugaragaza ko RBC yamwoherereje ubutumwa ko yisuzumishije icyorezo cya COVID-19 nyamara ari ubutumwa bw’ubuhimbano.

Yagize ati “Ku wa kabiri tariki ya  23 Ugushyingo Saa munani z’amanywa navuye mu Karere ka Kicukiro, nzana umugenzi ugiye i Nyamirambo kureba umupira. Kubera ko njywe ntari nisuzumushije icyorezo cya COVID-19  kandi nshaka kureba umupira, wa mugenzi yarambwiye ngo ngwino nkwereke  umuntu ugufasha winjire. Yaramunyeretse anyoherereza ubutumwa bugufi muha amafaranga y’u Rwanda Igihumbi yo kunywa inzoga, ariko abandi ngo babacaga ibihumbi Bitanu.”

Nkunzimana na we yafatiwe mu marembo ya sitade arimo kwerekana ubwo butumwa bugufi bw’ubuhimbano, yasabye imbabazi anakangurira n’abandi batekerezaga kuzajya bakora icyaha nk’icyo yakoze kubireka.

Umuvugizi wa Polisi y’u Rwanda, CP John Bosco Kabera yongeye gutaga ubutumwa ku bantu barenga ku mabwiriza yo kwirinda COVID-19 ariko bikarangira banabikoreyemo ibyaha.

Yagize ati “Kuva muri Nzeri uyu mwaka twatanze ubutumwa ko hari abantu barimo kugenda bahimba ubutumwa bw’uko bipimishije COVID-19. Ejo hafashwe abantu 15 bahimbye ubutumwa bugaragaza ko bipimishije COVID-19 kandi babizi neza ko batipimishije, ni icyaha bagomba gukurikiranwaho n’amategeko.”

CP Kabera yakomeje yibutsa abaturarwanda ko ibikorwa byinshi birimo gukomorerwa ariko abantu bagomba kubahiriza amabwiriza atangwa yo kwirinda COVID-19. Yakanguriye abantu bajya mu bitaramo, ubukwe, kureba imipira  ko bajya bubahiriza  amabwiriza mu rwego rwo kwirinda gufatwa bahimbye ubutumwa bugufi kuko ari icyaha.

Aba bantu bose bashyikirijwe Urwego rushinzwe ubugenzacyaha (RIB) kugira ngo hatangire iperereza.

Umuntu wese, ku bw’uburiganya, wandika, wandikisha ibintu bidahuye n’ukuri cyangwa ukora imenyekanisha ritari ryo afatwa nk’uwakoze icyaha cyo gukora ibihimbano. Iyo abihamijwe n’urukiko, ahanishwa igifungo kitari munsi y’imyaka itanu (5) ariko kitarenze imyaka irindwi (7) n’ihazabu y’amafaranga y’u Rwanda atari munsi ya miliyoni eshatu (3.000.000 FRW) ariko atarenga miliyoni eshanu (5.000.000 FRW) cyangwa kimwe gusa muri ibyo bihano.

Umuntu wese uzi ko inyandiko ari impimbano, akayikoresha ku buryo ubwo ari bwo bwose, aba akoze icyaha. Iyo abihamijwe n’urukiko, ahanishwa ibihano biteganyijwe mu gika cya 3 cy’iyi ngingo yagaragajwe hejuru.
