Rwanda’s Minister of Foreign Affairs and International Cooperation, Amb. Olivier Nduhungirehe, held talks with his Russian counterpart, Sergey Lavrov, focusing on strengthening cooperation between the two countries and also discussed on the situation in eastern DRC and also expressed gratitude to his counterpart on the continued support of the Russian Federation to the ongoing peace processes.
The meeting took place on Friday, December 19, 2025, according to a statement released by Russia’s Ministry of Foreign Affairs.
In a message issued late last night, the Russian Foreign Ministry stated that “Russia’s Foreign Minister Sergey Lavrov and Foreign Minister of Rwanda Olivier Nduhungirehe hold a meeting on the sidelines of the Second Ministerial Conference of the Partnership Forum”
The meeting was held in Cairo, Egypt. Amb. Olivier Nduhungirehe was accompanied by Rwanda’s Ambassador to Egypt, Amb. CG Dan Munyuza.

The talks were also confirmed by Rwanda’s Ministry of Foreign Affairs and International Cooperation (MINAFFET) through a statement released on the morning of Saturday, December 20, 2025.
In its statement, MINAFFET said: “On the sidelines of the 2nd Ministerial Conference of the Partnership Forum, Minister Nduhungirehe held a bilateral meeting with H.E. Sergey Lavrov, Minister of Foreign Affairs of the Russian Federation. Discussions focused on advancing Rwanda–Russia cooperation.”
The ministry added that discussions between the two top diplomats “Discussions focused on advancing Rwanda-Russia cooperation.”
He also stated that “I thank H.E. Sergey Lavrov for our constructive bilateral meeting yesterday in Cairo, during which we expressed satisfaction on the growing Russia-Africa Partnership Forum, and reviewed the excellent bilateral cooperation and discussed on how to expand it. We also exchanged on the situation in eastern DRC, which gave me the opportunity to express gratitude to my counterpart on the continued support of the Russian Federation to the ongoing peace processes. find a way to summarize this paragraph into a title!”
Rwanda and Russia already maintain cooperation in various sectors, particularly in the field of nuclear energy, where Russia supports Rwanda through capacity building and expertise on the peaceful use of nuclear energy.
