The Government of Rwanda states that the Democratic Republic of Congo (DRC) cannot place on Rwanda any cross-border violations following recent fighting in South Kivu involving the Congolese army (FARDC), the Burundian armed forces, and the FDLR genocidal group.
In a statement released by the Rwandan Government on Wednesday, 10 December 2025, it says that “The responsibility for ceasefire violations, ongoing attacks and fighting in South Kivu, DRC cannot be placed on Rwanda.”
Rwanda condemns the Congolese Army (FARDC) and the Burundian Army (FDNB), together with its coalition of the DRC-backed FDLR genocidal militias, Wazalendo and foreign mercenaries, and have been systematically bombing civilian villages close to the Rwandan border, using fighter jets and attack drones, and which the AFC/M23 has said it has been forced to counter.
The Government of Rwanda stated that this past week, several bombs fired from Burundi landed in the Kamyola area in South Kivu, which caused more than 1,000 Congolese citizens to cross the Bugarama border and seek refuge in Western Rwanda. They are now being hosted at the Nyarushishi Refugee Camp.
This announcement stated that “The Burundian Army has amassed close to 20,000 troops in South Kivu in the service of the Government of DRC, and notably laid siege to Banyamulenge villages in Minembwe in a deliberate attempt to starve the residents.”
Rwanda also reminded the Democratic Republic of Congo, which openly declared that it would not stop fighting, that armed groups claiming to fight for Congo have recently been in battles aimed at reclaiming territories that had been taken by AFC/M23, despite the fact that a dialogue process was already underway.
The Government noted that the international community had repeatedly been made aware of these continued acts by the Congolese government, and had even called for them to stop, yet DRC continued on the same path, as seen in the past week.
DRC’s lack of willingness to dismantle the FDLR militia group as required under the June 2025 Peace Agreement continues to delay sustainable solutions to the conflict in eastern DRC, showing clearly that the country is not committed to implementing the agreement.
The statement reads: “It is now clear that the DRC was never ready to commit to peace, even as President Tshisekedi participated in the 4th December ceremony, as if forced to sign the Accords.”
Rwanda says these actions violate the agreements in place, posing a serious obstacle to achieving peace, and will continue exposing Congolese civilians in the eastern region to instability, while also maintaining security risks along Rwanda’s borders.
