The U.S Government has announced that Rwanda and the Democratic Republic of Congo (DRC) initialed the text of the Peace Agreementin in preparation for the Ministerial signing of the Peace Agreement on June 27, 2025.
According to a joint statement released on Wednesday night, June18,2025, by the U.S. Government, both countries initiated the peace agreement process with support from Allison Hooker, the U.S Deputy Assistant Secretary of State for Political Affairs.
The statement noted that this move is in preparation for the official signing “at the ministerial level on June27,2025, led by U.S Secretary of State Marco Rubio.”
The U.S emphasized that “Based on the principles agreed on April 25, 2025, the agreement was developed during three days of constructive talks covering political, security, and economic interests.”
The agreement includes:
- Respect for both countries’ sovereignty
- Ceasefire and disengagement
- Disarmament and dismantling of armed groups.
- Establishments of a joint military mechanism under the October 2024 CONOPS (Proposed Concept of Operations)
- Plans for the voluntary return of refugees and internally displaced persons in DRC
The U.S added that both Rwanda and DRC “expressed appreciation for the significant contributions by the United States and Qatar as partners in advancing this peace initiative.”
The statement concluded by saying that further talks involving Heads of State will be held in Washington to promote lasting peace and stability in the region.
