The Government of the DRC and AFC/M23 have signed an agreement calling for an immediate cessation of hostilities and full respect for the ceasefire. The agreement also allows MONUSCO to deploy its troops to the city of Uvira, which was recently vacated by AFC/M23.
According to a statement released by Qatar’s Ministry of Foreign Affairs, the agreement was signed on Monday, February 2, 2026. The initiative was proposed by the International Conference on the Great Lakes Region (ICGLR).
The talks focused on reviewing how the ceasefire between the two sides is being respected and identifying ways to strengthen the peace process.
Both the DR Congo government and AFC/M23 reaffirmed their commitment to the ceasefire agreed in Doha, in line with the peace agreement signed on November 15, 2025. They stated that all obligations under that agreement have been implemented to support lasting peace.
The meeting was attended by international observers, including the United States of America and the African Union. Togo participated as the African Union-appointed mediator, alongside MONUSCO and the International Conference on the Great Lakes Region.
Participants also reviewed progress made so far and discussed new approaches to resolving remaining challenges. They emphasized the need for strong monitoring mechanisms and improved information sharing to support peace efforts.
MONUSCO and the ICGLR presented their plans for implementing the agreed measures. All parties pledged to support and facilitate their work to ensure the mission achieves its objectives.
MONUSCO was tasked with deploying its first troops to Uvira in the coming days to monitor the ceasefire. A communication system will also be put in place to ensure smooth coordination of the mission.
Following the discussions, participants agreed on the next steps to strengthen the peace framework and continue dialogue on a regular basis.
